To be able to download apps from the Google Play Store you will first need to have a Google account set up.
Please have your existing / new Gmail account ready first then following the steps as below:
(Android Phone) Phone > Setting > Accounts and backup > Manage accounts > Add account > input your existing / new account login name and password.
You can create your google account via phone or pc - Google Account Creation
